蒙古国与联合国合作开展数字医疗转型

近日,蒙古国电子发展和通信部部长尼·乌其日勒与联合国儿童基金会驻蒙古国代表埃瓦里斯特·库阿西-科姆兰共同签署了为期四年的计划,该计划将于2024至2027年实施。这一里程碑式的合作旨在推动蒙古国医疗保健行业的电子化转型,为该国带来一场深刻的医疗革命。


该合作方案的核心举措之一,是大力推动医疗健康行业的电子化转型。蒙古国公民的怀孕档案、门诊挂号卡、保险信息、医疗处方、影像报告以及预约和疫苗接种记录等关键医疗服务将全面实现电子化,摒弃传统的纸质形式。这一变革不仅将为就医者及家属节省大量时间和金钱,更将显著减轻医院的运营负担,使医疗服务流程更加高效便捷。

此次合作还注重提升公众的电子技能水平。通过实施“电子领袖”项目,蒙古国将在健康、教育和儿童保护等领域广泛开展电子技能培训,以增强公众的数字素养。合作方案还特别关注弱势群体和高风险群体,通过优化电子医疗服务布局、加强个性化健康管理以及提升公众健康素养,确保国民能够公平地获得必要的资源和服务。这将有助于推动蒙古国在医疗领域实现更加均衡、包容的发展,为构建健康、和谐的社会奠定坚实基础。

联合国儿童基金会将为此次合作提供67万美元的资金支持,用于推动蒙古国在医疗健康、教育和儿童保护等领域的数字化转型发展。这笔资金将极大地促进蒙古国在这些关键领域的创新与实践,助力蒙古国迈向一个更加现代化、数字化的未来。

 Recently, Mongolia's Minister of e-Development and Communications, N. Uchral, and UNICEF Representative to Mongolia, Evariste Kouassi-Comlan, signed a four-year Plan  that will be implemented from 2024 to 2027. This landmark collaboration aims to drive the e-transformation of Mongolia's healthcare sector, bringing a profound healthcare revolution to the country.

One of the core initiatives of this cooperation program strongly promotes the e-transformation of the healthcare sector. Key healthcare services in Mongolia, such as pregnancy records, outpatient registration cards, insurance information, prescriptions, imaging reports, and appointment and vaccination records, will be fully electronic, eliminating the traditional paper-based format. This change will not only save time and money for patients and their families, but will also significantly reduce the operational burden on hospitals and make the healthcare process more efficient and convenient.

The partnership also focuses on enhancing the public's e-skills. Through the implementation of the "e-leadership" program, Mongolia will conduct extensive e-skills training in the areas of health, education and child protection to enhance the digital literacy of the public. The cooperation programme also pays special attention to vulnerable and high-risk groups to ensure equitable access to necessary resources and services by optimizing the layout of e-health services, enhancing personalized health management and improving public health literacy. This will help promote a more balanced and inclusive development of Mongolia in the healthcare sector and lay a solid foundation for a healthy and harmonious society.

UNICEF will provide $670,000 in funding for this partnership to promote Mongolia's digital transformation in the areas of healthcare, education and child protection. This funding will greatly facilitate Mongolia's innovation and practice in these key areas and help Mongolia move towards a more modern, digital future.
