【合作案例精选】中国-上海合作组织地方经贸合作综合服务平台

2023年5月23日，在“中国-上海合作组织数字技术合作发展论坛”开幕式上，《中国-上合组织国家数字领域合作案例集(2023年)》(以下简称案例集)正式发布。此案例集从申报企业、应用国家、案例简介、应用背景及实施效果等多个角度对入围案例的创新成果和最佳实践进行系统性归纳与梳理。合作案例应用覆盖中国、俄罗斯、印度、哈萨克斯坦、乌兹别克斯坦等国家，有效推动了上海合作组织国家数字领域产品、服务、应用、数字基础设施和解决方案方面经验共享，为上海合作组织国家数字领域国际合作树立了标杆典范。案例集中入选的37个项目颇具代表性，本篇文章将对《中国-上海合作组织地方经贸合作综合服务平台》案例进行详述。

中国—上海合作组织地方经贸合作综合服务平台是中国多边合作机制首个一站式专业经贸综合服务平台，也是唯一挂牌专门服务特定经贸合作组织的国际贸易“单一窗口”平台，聚焦深化上合组织国家、“一带一路”沿线国家及RCEP成员国的经贸往来和产业链供应链合作，下设综合信息展示、综合功能应用、综合数据发布等主体功能，及跨境采购、一站通关、全链物流、智税引擎、特色金融、全景服务、新区视窗、数字上合等模块，涵盖“优惠税率查询和原产地规则预判”“信用上合跨境征信”“四港联动多式联运”“中俄报关单一单两报”“上合·银关通”“上合·易融链”等子功能，为中国与上合组织国家间经贸合作提供“贸易+通关+物流+金融”为一体的全周期、全要素、全链条一站式综合服务。该案例曾获中国山东省促进跨境贸易便利化“十佳”典型案例。

根据中国国家主席习近平在上海合作组织成员国元首理事会第十八次会议上关于在青岛建设上合示范区的重要讲话精神要求，落实上海合作组织成员国元首理事会第二十一次会议提出的经贸倡议，上合示范区发起建设中国—上海合作组织地方经贸合作综合服务平台。

案例应用效果

Case background

In accordance with the requirements of Chinese President Xi Jinping's important speech at the18th meeting of the Council of the Heads of State of SCO on the construction of SCODA in Qingdao, and to implement the economic and trade initiatives put forward at the 21st meeting of the Council of the Heads of State of SCO, SCODA initiated the construction of China-SCO Integrated Service Platform for Local Economic and Trade Cooperation.

Case application effect

In this case, the service platform implements the following functions:

(1)One-stop service system

The platform can provide a one-stop service system for SCO enterprises, build an ecosystem application platform for the whole chain, become a super digital economy hub and an economic and trade big data asset center of SCO, as well as a bearing platform for institutional innovation of SCODA, and provide a "Chinese solution" for the openness and integration of SCO;
