【合作案例精选】“数字丝绸之路”发展和区域数字经济合作研究

2023年5月23日，在“中国-上海合作组织数字技术合作发展论坛”开幕式上，《中国-上合组织国家数字领域合作案例集(2023年)》(以下简称案例集)正式发布。此案例集从申报企业、应用国家、案例简介、应用背景及实施效果等多个角度对入围案例的创新成果和最佳实践进行系统性归纳与梳理。合作案例应用覆盖中国、俄罗斯、印度、哈萨克斯坦、乌兹别克斯坦等国家，有效推动了上海合作组织国家数字领域产品、服务、应用、数字基础设施和解决方案方面经验共享，为上海合作组织国家数字领域国际合作树立了标杆典范。案例集中入选的37个项目颇具代表性，本篇文章将对《“数字丝绸之路”发展和区域数字经济合作研究》案例进行详述。

该案例由中国信息通信研究院与摩洛哥默罕默德五世大学、柬埔寨数字技术研究院共同完成。该案例主要研究“数字丝绸之路”的概念、中国及“一带一路”沿线国家和区域数字经济发展特点、共建“数字丝绸之路”的多种策略，并对“数字丝绸之路”未来发展及区域数字经济合作提出意见建议。

案例背景

中国国家主席习近平在2017年“一带一路”国际合作高峰论坛开幕式上，首次提出连接起21世纪的“数字丝绸之路”。在2020年第十七届中国－东盟博览会致辞中，习近平表示，中方愿同东盟一道建设中国-东盟信息港，推动数字互联互通，打造“数字丝绸之路”。在百年未有之大变局和数字全球化趋势背景下，研究如何推进共建“数字丝绸之路”具有极强的现实意义和战略价值。

该案例中，多家单位在研究工作过程中，采用了案例研究法、调研研究法、文献研究法、定性研究法等若干工作方法，以求准确、客观、科学地推进研究工作。具体来讲，研究人员详细梳理了“数字丝绸之路”与新发展格局、数字全球化趋势、数字经济国际合作、国际数字治理、人类命运共同体等重要事项的关系；深入分析了“一带一路”沿线区域和国家的社会经济情况，充分调研了这些区域和国家数字经济发展的现状和特点，形成了第一手材料和观点；从营商环境、产业政策、能力建设、区域合作、基础设施、平台应用、安全体系、产业生态等维度，研究提出了共建“数字丝绸之路”所需的支撑体系；对如何促进“一带一路”沿线区域和国家数字经济融合发展、释放“数字丝绸之路”效能推动“一带一路”高质量发展等，研究提出了对策建议，供决策参考。

开展“数字丝绸之路”和区域数字经济发展研究，一是有利于深入把握“一带一路”沿线国家数字经济发展的新进展、新变化，优化战略顶层设计，解放和发展数字生产力，在“十四五”时期进一步推动“一带一路”高质量发展。二是有利于深入挖掘“一带一路”沿线国家当前发展数字经济面临的机遇与挑战，以数字化赋能经济社会发展，促进疫后复苏，提高数字包容性，带动沿线国家实现发展转型。三是有利于深入对接“一带一路”不同区域、不同国家的需求，明确未来合作方向，促进区域政策对接、经济融合和网络互通，共建人类数字共同体。

This case was jointly completed by CAICT, Université Mohammed V in Morocco and the Cambodian Institute of Digital Technology (CIDT). In this case, the research focuses on the concept of "Digital Silk Road", the characteristics of digital economy development in China and the countries and regions along the "Belt and Road", and the various strategies for building the "Digital Silk Road", and puts forward suggestions for the future development of the "Digital Silk Road" and regional digital economy cooperation.

Case background

Chinese President Xi Jinping first proposed the "Digital Silk Road" linking the 21st century at the opening ceremony of the 2017 Belt and Road Forum for International Cooperation. In his speech at the 17th China-ASEAN Expo 2020, Xi said China is willing to work with ASEAN to build a China-ASEAN information harbor, promote digital connectivity and create a "Digital Silk Road". Against the backdrop of profound changes unseen in a century and the trend of digital globalization, it is of great practical significance and strategic value to study how to promote the construction of a "Digital Silk Road".

In this case, a number of work methods such as case study, research study, literature study and qualitative study were adopted by several units to advance the research work accurately, objectively and scientifically. Specifically, researchers have examined in detail the relationship between the Digital Silk Road and the new development pattern, the trend of digital globalization, international cooperation in digital economy, international digital governance, and the community with a shared future for mankind, etc.; thoroughly analyzed the socio-economic situation of the regions and countries along the "Belt and Road"; fully investigated the current status and characteristics of digital economy in these regions and countries; and formed first-hand materials and opinions. From the dimensions of the business environment, industrial policy, capacity building, regional cooperation, infrastructure, platform application, security system, industrial ecology, etc., they have proposed a support system for the construction of the "Digital Silk Road". In addition, they have put forward countermeasures and suggestions for decision-making on how to promote the integrated development of digital economy in the regions and countries along the "Belt and Road", and unleash the role of the Digital Silk Road in promoting the high-quality development of the Belt and Road.

Case application effect

Firstly, the project will foster a better understanding of the new progress and changes in the development of digital economy in countries along the "Belt and Road", thus optimizing the top-level strategic design, unleashing and developing digital productive forces, and further promoting the high-quality development of the Belt and Road during the 14th FYP period. Secondly, it is conducive to digging deeper into the opportunities and challenges faced by countries along the "Belt and Road" in developing digital economy, empowering economic and social development with digitization, promoting post-epidemic recovery, enhancing digital inclusiveness, and driving the development transformation of countries along the "Belt and Road". Thirdly, it is conducive to further aligning the needs of different regions and countries along the "Belt and Road", clarifying the direction of future cooperation, promoting regional policy alignment, economic integration and network connectivity, and jointly building a digital community for mankind.
