2023年5月23日,在“中国-上海合作组织数字技术合作发展论坛”开幕式上,《中国-上合组织国家数字领域合作案例集(2023年)》(以下简称案例集)正式发布。此案例集从申报企业、应用国家、案例简介、应用背景及实施效果等多个角度对入围案例的创新成果和最佳实践进行系统性归纳与梳理。合作案例应用覆盖中国、俄罗斯、印度、哈萨克斯坦、乌兹别克斯坦等国家,有效推动了上海合作组织国家数字领域产品、服务、应用、数字基础设施和解决方案方面经验共享,为上海合作组织国家数字领域国际合作树立了标杆典范。案例集中入选的37个项目颇具代表性,本篇文章将对《澜湄云计算创新中心项目》案例进行详述。

该案例由中国—东盟信息港股份有限公司与国家工业信息安全发展研究中心共同完成。2021年8月,澜湄云计算创新中心一期项目已完成老挝、柬埔寨、缅甸三国全部建设目标。2022年启动二期项目建设工作,就老挝云计算中心、缅甸云计算中心和柬埔寨云计算中心进行云计算资源整合服务,部署定制开发的云原生应用管控系统、网络安全设备、网络安全系统,网络安全系统以SaaS化服务提供全方位安全风险监测服务等,以满足老挝、缅甸、柬埔寨云计算中心服务的高稳定、高可靠、高安全运行能力,为澜湄流域国家实现数字化、网络化、智能化的安全运行提供有力保障和支持。

中国—东盟信息港股份有限公司于2019年开始同国家工业信息安全发展研究中心合作,共同向外交部申请“澜湄合作专项基金”,在老挝、柬埔寨和缅甸建设澜湄云计算创新中心示范项目。2020年1月,外交部通知该项目入选,由中国东信与国家工业信息安全发展研究中心共同完成澜湄云计算创新中心一期项目建设工作。2021年8月,澜湄云计算创新中心一期项目已完成老挝、柬埔寨、缅甸三国全部建设目标,充分利用其优质东盟国家政商资源,促进澜湄各国间通信基础设施共享及通信服务质量提升,为进一步与东盟国家深化数字基础设施合作及建设“数字丝绸之路”贡献力量。2022年,由中国东信与国家工业信息安全发展研究中心启动澜湄云计算创新中心二期项目建设工作。
该案例中,澜湄云计算创新中心均使用中国品牌硬件和中国东信自研产品,是中国技术及标准“走出去”的示范项目。一是使用中国东信自研容器云平台3.0,该平台已经过产品功能、安全测试,并通过CNCF KCSP全球云原生认证、CNCF K8S一致性认证、可信云容器全场景认证;二是使用中国东信自研网络安全系统,该系统同样经过功能、安全测试,覆盖5000多个漏洞库和3000多个POC插件库,获得国家漏洞中心CNVD兼容认证。
案例应用效果
该案例中,澜湄云计算创新中心项目建成后,一是当地政府部门及企业的陆续入驻,有助于老挝、柬埔寨、缅甸三国开展智慧城市、云计算、大数据、物联网等项目建设,推动澜湄三国数字经济发展,助力东盟各国的产业转型升级;二是有助于澜湄云计算创新中心及其业务系统快速检测安全风险、综合分析网络风险,提高整体网络环境和应用系统的抗攻击性,减少网络安全攻击事件发生的风险,防患于未然,有效降低安全事故造成的直接经济损失,如由于网络攻击导致的数据泄露、系统崩溃等安全事故造成的数据恢复成本支出、人员应急支撑成本支出。
该案例配套的网络安全设备及网络安全系统,通过系统化的安全风险监测,在面对较为复杂的国际环境特别是东南亚地区的互联网安全环境,可对未来在澜湄流域国家的系统部署和运行维护提供较强的安全保障能力。同时,可通过网络安全风险监测闭环管理降低网络安全风险管控不及时导致严重安全事件发生的概率,有效维护澜湄流域国家稳定、高效、可靠的社会形象。

Case Introduction
This case was jointly completed by China-ASEAN Information Harbor Co, Ltd.(CAIH) and the National Research Center for Industrial Information Security Development (CICS-CERT). In August 2021, the first phase of the Lancang-Mekong Cloud Computing Innovation Center project was completed in Laos, Cambodia and Myanmar. In 2022, the second phase of the project was launched to integrate cloud computing resources of the Cloud Computing Centers in Laos, Myanmar and Cambodia, and deploy custom-developed cloud-native application management and control systems, network security equipment and network security systems. The network security systems will provide a full range of security risk monitoring services as a SaaS service, etc., so as to satisfy the highly stable, reliable and secure operation capability of the services provided by the Cloud Computing Centers in Laos, Myanmar and Cambodia, and to provide a strong safeguard and support for the digitized, networked and intelligent security operation of Lancang-Mekong countries.

Case background
In 2019, CAIH started working with CICS-CERT to apply to the Ministry of Foreign Affairs (MFA) for the "Lancang-Mekong Cooperation Special Fund" to develop the Lancang-Mekong Cloud Computing Innovation Center Demonstration Project in Laos, Cambodia and Myanmar. In January 2020, MFA approved the application of the project whose first phase would be jointly completed by CAIH and CICS-CERT. In August 2021, all the construction goals of the first phase of the project in Laos, Cambodia, and Myanmar were completed. By fully leveraging its high-quality political and commercial resources in ASEAN countries, the project promoted the sharing of communications infrastructure, improved communications services among Lancang-Mekong countries, and contributed to deepening cooperation with ASEAN countries in digital infrastructure and building the "Digital Silk Road". In 2022, CAIH and CICS-CERT launched the second phase of the project.
In this case, the Cloud Computing Innovation Centers use Chinese-branded hardware and CAIH's self-developed products, which a demonstration project of China's technology and standards "going global". First, these centers feature the container platform 3.0 developed by CAIH, which has been tested for functionality and security and passed CNCF KCSP Global Cloud Native Certification, CNCF K8S Conformance Certification, and Trusted Cloud Container Full Scenario Certification. Second, they feature CAIH's self-developed network security system which has also been tested for functionality and security, encompassed more than 5,000 vulnerability libraries and more than 3,000 POC plug-in libraries, and acquired the compatibility certification of the China National Vulnerability Database (CNVD).
Case application effect
After the completion of the project, local government departments and companies of Laos, Cambodia, and Myanmar will settle in successively, which will push forward the projects such as smart cities, cloud computing, big data, and IoT and boost the development of digital economy in Laos, Cambodia and Myanmar, and contribute to industrial transformation across ASEAN countries. Moreover, Cloud Computing Innovation Centers and its operating systems will be able to quickly detect security risks, comprehensively analyze network risks, improve the overall network environment and application system's resistance to attacks, reduce the risk of network security attack events, and effectively reduce the direct economic losses caused by security accidents, such as data recovery cost expenditures due to data leaks, system crashes, and other security accidents caused by network attacks, and personnel emergency support cost expenditures.
In this case, through systematic security risk monitoring, the network security equipment and network security systems can provide a strong security capability for future system deployment and O&M in Lancang-Mekong countries in the face of a more complex international environment, especially the Internet security environment in Southeast Asia. At the same time, closed-loop management of cybersecurity risk monitoring can be used to reduce the probability of serious security incidents resulting from untimely cybersecurity risk management and control, and to effectively safeguard the stable, efficient and reliable social image of Lancang-Mekong countries.
