俄罗斯通信行业的转型与展望:部署5G网络,迎接6G时代

The Russian government has announced an industry strategy for communications technology, with plans to begin deploying 5G networks in major cities in 2026, and is expected to begin commissioning 5G- and 6G-Ready compliant equipment in 2035. The strategy aims to drive the modernization of the country's communications sector, increasing information transfer speeds and network coverage to meet the growing demand for data. At the same time this decision will boost the country's transition to digitalization and enhance its ICT competitiveness.

Russian Prime Minister Mikhail Mishustin emphasized at the conference on December 21, 2023 that the government will invest heavily in the construction of base stations to support operators in a smooth transition to 5G networks. This investment program will primarily cover Russia's major cities and ensure that these areas enjoy high-speed, reliable 5G services in the coming years.

Russian telecom operators have signed long-term contracts with domestic Russian base station manufacturers for more than 100 billion rubles. These partnership agreements are aimed at ensuring Russia's self-sufficiency in 5G infrastructure and reducing its dependence on external suppliers. Under the terms of the contracts, a total of around 75,000 base stations are expected to be supplied by 2030, and from 2028 onwards, operators will be required to purchase entirely domestically produced base stations.

In addition, under the Communications Sector Strategy 2035, which has been approved by the Russian government, domestic Russian communications equipment compliant with the 5G and 6G-Ready standards will begin to be put into trial operation in 2030 and 2035. The strategy also takes full account of the requirements of the Russian Federal Security Service's information security regulations on encrypted information security aids, while the strategy actively promotes the model of infrastructure sharing among mobile communication operators, which can reduce duplication of investment and waste of resources, improve network coverage and construction efficiency, and promote the sustainable development of the communications industry through the joint construction and sharing of base stations, towers and other infrastructures. In the first phase of the strategy's implementation, it is planned to phase out the use of 3G technology in order to free up radio spectrum for more advanced technologies.
